Scruggs graduated from Renaissance High School in 1998, followed by earning her bachelor's degree summa cum laude from Tennessee State University in 2001. She returned to Michigan for her law degree from Wayne State University, during which she clerked for the United States District Court for the Eastern District of Michigan and the UAW International Union-Solidarity House.
